Sure you can allow users to submit videos on your website. And sure all post from front end will goes on Pending status, And admin must need to view and then admin can publish post.

Now what you need to do.

1- All User registration from WordPress General settings. User role will be "Contributor".

2- Create a Page (Title= Submit Videos) and select Template by name of "New Post".

3- Publish Page.

4- Add this page in top menu

So Now user can register and post videos on your website and admin can review post before to publish. Thanks
