If you have seen Registration is Currently Disabled message, Then you must need to know its WordPress Basic settings, Its not related to theme.
Now If you want to allow user registration then you need to follow this.
WordPress Dashboard --> Settings --> General --> Membership --> Anyone can register ---> Check this option.
And from same page , Select user role to Contributor
